Why it is in news?

• The government’s move to list the Muslim Women (Protection of Rights on Marriage) Bill as a second entry in the legislative business irked the Opposition
• It is leading to another round of heated exchanges on the proposed law and consequent adjournment of the House for the day.
• The Opposition pushed for taking up the amendments proposing that the Bill be sent to a Select Committee

Govt. prerogative

• The government’s prerogative to prioritise legislative business and that  could not take up the Bill on instant divorce first unless the government also agreed to it and there was consensus in the House.
• Govt said a resolution, in which names of committee members were given orally and which did not have a proportionate representation of various parties and groups of the House, was not valid.
• Govt also quoted a 1958 parliamentary ruling, stating:
• “A saboteur of a Bill cannot be part of the Select Committee.”
